Green Energy and Technology Emerge as Key Investment Sectors in Russia-China Cooperation

Green energy and high technology have emerged as the fastest-growing sectors for Russian-Chinese investment cooperation, reflecting both global trends and the strategic priorities of both nations. The Russian government’s focus on carbon neutrality by 2060 and China’s commitment to peaking emissions by 2030 have created strong alignment in renewable energy development.

In 2025, Chinese companies invested over $2.5 billion in Russian renewable energy projects, including solar and wind farms in the Krasnodar Krai, the Astrakhan Region, and the Republic of Buryatia. Major Chinese energy corporations such as Sinohydro and State Power Investment Corporation have entered strategic partnerships with Russian counterparts to develop solar and wind energy complexes. These projects benefit from Russia’s abundant land resources and favorable wind and solar conditions in southern regions.

Hydrogen energy has become a new frontier for bilateral investment cooperation. A joint venture between Chinese and Russian companies plans to build a hydrogen production facility in the Sakhalin Region, aimed at exporting clean hydrogen to Northeast Asian markets. The project, valued at over $1 billion, is expected to begin operations in 2028 and will leverage Russia’s natural gas reserves and China’s expertise in hydrogen technology and fuel cells.

Electric vehicle infrastructure represents another promising sector. Chinese investors are funding the development of EV charging networks in major Russian cities, including Moscow, St. Petersburg, and Kazan, in partnership with Russian energy companies. The project envisions thousands of charging stations across the country, supported by Chinese manufacturing and battery technology.

In the technology sector, joint investment in artificial intelligence, big data, and semiconductor design is growing rapidly. Chinese venture capital firms have increased their presence in Russian tech startups, funding AI-driven solutions in healthcare, logistics, and industrial automation. In 2025, Chinese investment in Russian technology companies reached $700 million, triple the figure from 2023.

The bilateral collaboration in space technology and satellite navigation has attracted significant investment as well. Russian and Chinese companies are jointly developing satellite components and ground infrastructure for the GLONASS and BeiDou navigation systems. The integration of these systems has created new applications in transportation, logistics, and precision agriculture, attracting venture capital and corporate investment.

The Russian government has introduced a Green Investment Incentive Program, offering tax benefits and reduced energy tariffs to projects using renewable sources and energy-efficient technologies. Chinese investors are eligible for these benefits, further enhancing the attractiveness of Russian green energy assets.
